Owners may NOT acquire a permit stating that they are doing the work and then hire a contractor to perform the job. Home owner must be present during all work, if permit is in their name. The minimum penalty for work without a permit is $100.00 over the cost of the permit. The city may require the owner to remove the improvement, particularly if the work does not comply to code.
